In the legends there, Siantar name comes from a political event that happened to the ruler of the area. Lord of the area became part of the former empire that grew in the area of the Kingdom Nagur. Nagur kingdom was a kingdom that has long stood in the area today Simalungun, with its center near the area now Pardagangan findings. Nagur kingdom dominated the region above and along the north shore of the lake Toba. During this Nagur kingdoms, clans existing and traditional power structures already developed Simalungun.
Existence of this kingdom lasted until the end of the XIII century, especially when it became the target of expanding the political influence of the Kingdom of East Java Singosari with Pamalayu expedition under the leadership of Prince Adityawarman, based in Pagarruyung, West Sumatra.
When the kingdom was divided into four parts (Maroppat king), each sovereign people realize that they need some protection. The need was felt when it was discovered that among their frequent disputes each other regarding both the limits of the territory or because of conflicts related to ownership of natural products such as forest products and natural commodities.
